Not only would Aurora refuse to grant a franchise for the CL&A to run through town to reach Rising Sun, they wouldn't even allow them to cross the George Street bridge over Hogan Creek, behind the vantage point of this photo. Fortunately the heart of town is just on the other side of the creek.
